To kick off this important initiative, the Town hosted a series of engagement events, including Monument Conversations—a high-level visioning session designed to build a shared understanding of Monument’s past, present, and future.

Monument 2040 Comprehensive Plan

We love Monument for its historic downtown, breathtaking scenery, and strong sense of community—all while offering easy access to Colorado’s major cities.

Monument is at a pivotal moment. As the population grows, the town faces development pressures, and residents are eager to preserve its small-town character and identity. This updated Comprehensive Plan will reflect the community’s vision for the future and outline a path to achieve it.

The comprehensive plan will serve as a long-term blueprint, guiding the community’s growth over the next 10-15 years and addressing critical areas such as housing, economic development, stormwater management, parks, and a special focus on the downtown area.

Monument 2040 Timeline

The planning process will take a three-phased approach:

Phase I - Engage & Assess.

We’re kicking things off with a lively, all-hands-on-deck planning process! Phase I brings together community voices, local leaders, and experts to map out Monument’s current landscape. We’ll create an Existing Conditions Report to capture key insights and set the stage for what’s next. Expect interactive events—open houses, pop-ups, and more—as we build a strong foundation to shape future planning.

Phase 2 - Envision.

Get ready for big ideas and bold possibilities! In this phase, the Lakota team, Steering Committee, and staff will explore land use strategies and planning scenarios through hands-on workshops and visioning sessions. From housing and downtown to economic development, neighborhoods, corridors, parks, sustainability, infrastructure, and mobility, we’ll craft both short- and long-term options that bring everything together for a thriving, well-balanced future.

Phase 3 - Implement.

This is where the vision becomes reality! In Phase 3, the Lakota team, town leaders, and stakeholders will fine-tune the big ideas and lock in the best development strategies. To keep the plan on track, we’ll build an accountability framework with clear goals and action steps. A phased roadmap will guide implementation, ensuring this plan isn’t just a document—it’s a blueprint for Monument’s future!

How to Get Involved

A few engagement milestones to join us for:

  • Join us on Wednesday, March 5th from 5:00-6:30 at Bear Creek Elementary. We will host a high-level visioning session called “Monument Conversations” to build a foundation of knowledge from the perspective of the Monument people. This event will feature interactive elements like a visioning booth and community open mic, along with other tools, all aimed at capturing the town’s aspirations. Through this gathering, we aim to grasp the community’s priorities and main concerns, which will play a central role in shaping the overall Comprehensive Plan.

  • We will host our second Community Open House where we will present our initial findings and encourage community participation in the planning process through interactive activities. This event is intended to reintroduce the planning process to the Webster Groves community and provide a casual platform for discussing the city’s planning challenges and opportunities in a “Speak-Out” format.
